Hurricane & Bahama Shutters in Mount Pleasant, SC

The “Jewelry” of YOUR Home

Hurricane and Bahama Shutters Built for Mount Pleasant Homes

In Mount Pleasant a shutter has to clear two hurdles that have nothing to do with each other. The town is designed to a 140 to 150 mph ultimate design wind speed, and much of the Mount Pleasant area sits inside the wind-borne debris region, where a glazed opening has to be impact resistant or protected; the line is drawn address by address, and your installer confirms it for yours. Then someone has to approve how it looks. In the Old Village that is the Town’s Historic District Preservation Commission, which reviews all exterior changes to buildings and property, and in Park West, Carolina Park, Dunes West and I’On it is the association’s architectural review, whose current standards may reach shutter color and visible tracks — check them for your property.

Muhler measures and installs hurricane shutters across Mount Pleasant from its North Charleston shop, where its own window and storm-protection lines are built, and has served the Lowcountry since 1992.

Choosing hurricane shutters in Mount Pleasant: permits, review boards and the creeks

Permits and who reviews in Mount Pleasant

Shutters go through the Town’s Building Inspection Division on Ann Edwards Lane, where the rule is that any project exceeding the valuation set by the Building Official, or needing a structural inspection, requires a building permit. Permanent systems, roll-down, accordion, Bahama and colonial alike, need one here; removable panels may not, though their permanent tracks often do. Applications are filed through OPAL, the Town’s one-stop portal.

In the Old Village a second approval comes first. The Historic District Preservation Commission, formerly the Old Village Historic District Commission, “reviews all exterior changes to buildings and property,” and its approval must precede any alteration in the district. A staff pre-application meeting is required, the Commission meets monthly, and submittals are due four weeks ahead. Its February 2023 guidelines require new shutters to match the building’s architectural character and to cover the window completely without overlapping the wall when closed; temporary hurricane panels need no Certificate of Appropriateness, permanent protection does. In planned communities such as Park West, Carolina Park and Dunes West, the governing association may require its own architectural review, so identify the association for your lot and verify its current requirements before ordering. Nobody can promise a board outcome.

Wind, debris and water in Mount Pleasant

Mount Pleasant is designed to a 140 to 150 mph ultimate design wind speed, and much of the Mount Pleasant area sits inside the wind-borne debris region, though the line is drawn address by address and your installer confirms it for yours. Where it applies, glazed openings, windows, glazed doors and the glazed parts of entry and garage doors, have to resist debris impact and pressure cycling. Three paths satisfy that:

  • impact-rated glazing;
  • a tested shutter system;
  • or the code’s narrow wood-panel exception for existing homes, meaning precut, predrilled panels on permanent corrosion-resistant anchors, not plywood nailed up the night before.

ASTM E1886 and E1996 are the tests that matter for a shutter system; impact-rated glazing is the other path, and only a tested assembly counts as protection — decorative shutters are for looks only. Style-by-style guidance is on our hurricane shutters page; whole-home systems live under storm protection in Mount Pleasant. The Town regulates water to its own numbers, not Charleston’s: AE flood zones follow the tidal creeks, and since January 29, 2021 its design flood elevation has been Base Flood Elevation plus two feet, with Coastal A Zones regulated in the same manner as VE zones. Elevated houses are ordinary here, which makes reach the question rather than style, and code calls for corrosion-resistant stainless anchors against the salt air.

The homes here and the shutters that fit

The median year built here is 2000, but the stock splits, and the split decides the shutter. In the Old Village, whose grid dates to 1803, and in mid-century neighborhoods like Hobcaw Point, where the median house dates to about 1968, a shutter is a retrofit onto older openings, and along Shem Creek exposure rather than style governs it. Review boards tend to favor the operable styles: side-hinged colonial pairs that fold flat beside the window, and top-hinged Bahama panels that shade day to day and drop flat for a storm.

In the newer communities the arithmetic flips: where a Park West, Carolina Park or Dunes West house has wide sliders or balcony openings, accordion systems close them quickly, and roll-downs deploy fastest. That speed comes with visible blades or a housing box, which the governing association’s review may address, so identify the association for your lot and verify its current standards before you choose. Where a house already has impact-rated glazing, that is the other path, covered under windows and doors in Mount Pleasant. The town’s tree preservation ordinances can also complicate installation access.

Timing in Mount Pleasant

Hurricane season runs June 1 through November 30. Custom systems are measured, fabricated, permitted and, in the Old Village or behind an association, reviewed, so the unit is weeks not days, and in-season backlogs stretch it. Order in the off-season; once a storm is named it is too late for a custom system, and what protects the house is the approved protection already in place. The measure visit decides which openings are in scope and who reviews the drawings.

Frequently asked questions

Do I need a permit for hurricane shutters in Mount Pleasant?

Assume yes. Permanent shutter systems need a building permit here, and the Town’s rule turns on the Building Official’s valuation determination or on whether a structural inspection is required. Removable panels may not trigger one alone, but their permanent tracks often do; applications are filed through OPAL.

Does the Old Village historic board review shutters?

Yes. The Historic District Preservation Commission, formerly the Old Village Historic District Commission, reviews all exterior changes to buildings and property, and its approval must precede any alteration in the district. Its February 2023 guidelines also reach shutter style, requiring new shutters to match the building’s character.

Is impact protection required on my Mount Pleasant house?

Much of the Mount Pleasant area sits inside the wind-borne debris region, where glazed openings have to be impact rated or protected by a tested shutter system. The line is drawn address by address, so your installer confirms it for your address.

Will shutters lower my insurance in Mount Pleasant?

They may. South Carolina law requires coastal and seacoast rating plans to include wind-mitigation credits, with storm shutters named among the factors. What you receive varies by carrier and inspection.

Muhler measures on site, tells you which openings are in scope and which shutter suits your board and your street, and puts it in writing. The in-home estimate is free.
