Replacing windows and doors in Charleston is different from most of the country. The City of Charleston and the beach communities around it sit in a wind-borne debris region, so glazed openings have to be impact-rated or protected by a tested shutter or panel system. In the city’s historic districts, the Board of Architectural Review decides what may go into a wall visible from the street. Salt air shortens the life of hardware and finishes, and several manufacturers write distance-from-the-water limits into their warranties. What Charleston Requires of a Replacement Window or Door
Wind-borne debris region: impact glass or a tested shutter
South Carolina enforces the 2021 International Residential Code, and the 2024 edition is expected to take effect statewide on January 1, 2027. By the wind standard the code references, an area is a wind-borne debris region where the ultimate design wind speed reaches 140 mph, or 130 mph within a mile of the coastal mean high-water line; the City of Charleston and the beach towns around it fall inside it, and the building department confirms the design wind speed for your parcel. There, every glazed opening, glazed doors included, has to be protected: impact-rated glazing tested to ASTM E1886 and E1996, or an approved system of shutters or panels that covers the opening before the storm. Replacing a window is an alteration under the code: replace the whole unit, or change the rough opening or framing, and the new window must meet current wind-resistance standards for the site. Impact glass protects passively, with nothing to put up before a storm; shutter and panel systems generally cost less per opening and have to be closed when a storm is coming. We install both and manufacture the attachment hardware for the second route. Hurricane season runs June 1 through November 30.
Permits are set by jurisdiction
The Lowcountry is a patchwork of building departments: the City of Charleston takes applications through its Customer Self Service portal, unincorporated parcels go through Charleston County Building Inspection Services, and North Charleston, Mount Pleasant, Isle of Palms, Sullivan’s Island, Folly Beach, Kiawah Island and Seabrook Island each run their own office and fee schedule. Fees are valuation-based; as of 2026 the City of Charleston charges a $40 application fee plus $15 for the first $1,000 of work and $5 for each additional $1,000, with plan review at half the permit fee when plans are required. Starting without a permit brings penalties: fines, stop-work orders and, in some jurisdictions, a doubled or tripled permit fee. Historic district: the Board of Architectural Review
In the Old and Historic District, the Board of Architectural Review governs exterior changes visible from the public right-of-way. Its standard is repair first. Where a window cannot be repaired, the replacement must match the original in material, size, muntin pattern and profile, and vinyl is not accepted on street-facing elevations. That points historic projects toward wood, which is where our LePage Millwork and Bildau & Bussmann lines come in. Build the review into your schedule; the board decides the outcome. Energy: the two numbers that matter in a cooling climate
Charleston falls in the ENERGY STAR Version 7.0 Southern climate zone, where a certified window shows a U-factor of 0.32 or less and a solar heat gain coefficient of 0.23 or less on its NFRC label. U-factor measures how fast heat moves through the window; SHGC is the share of the sun’s heat the glass lets in, and in a cooling climate it is the number to watch. Salt air, humidity and the warranty fine print
Salt air corrodes hardware and chalks finishes, and the manufacturers write that into their warranties, brand by brand in the questions below. Your distance from the water decides which terms apply. The answers are general: the building department, the Board of Architectural Review and your insurer make the final call on your project.
Do I need a permit to replace my windows in Charleston?
Assume yes. In the City of Charleston, Mount Pleasant and unincorporated Charleston County, replacing a window unit or altering its rough opening requires a building permit so the work can be checked against the state’s wind-borne debris rules. Your installer confirms the requirement with the building department and can pull the permit and schedule the inspections on your behalf.
Will the Board of Architectural Review allow vinyl windows on my historic home?
Not on an elevation visible from the street in the Old and Historic District. The BAR’s standard is repair first; where replacement is approved, it must be like-for-like in material, size, muntin pattern and profile, which in practice means wood that matches the original. Build the review into your schedule; the board’s decision is the last word.
What is the difference between impact windows and hurricane shutters?
Impact windows put laminated glass in a reinforced frame; the glass may crack when struck, but the pieces stay bonded to the interlayer and the opening stays closed, so the protection is passive, with nothing to put up before a storm. Shutters, such as the Alutech accordion shutters we supply, go on ahead of the storm and fold away between storms; our patented Storm Trim, Storm Jamb and Storm Stud systems give approved panels permanent, code-compliant anchor points at the window so they go up quickly. Either route satisfies the wind-borne debris rules when the assembly is tested to ASTM E1886 and E1996 and installed as approved, and panel and shutter systems generally cost less per opening than impact glass. How do salt air and humidity affect window warranties?
Salt air corrodes hardware and dulls finishes, so manufacturers write distance-from-water terms into their warranties: Sierra Pacific excludes hardware coverage within one mile of salt water and asks for a monthly freshwater rinse of aluminum cladding, Jeld-Wen requires freshwater cleaning of metal-clad exteriors within a mile of salt water, and LePage Millwork limits its finish warranty to five years within two miles of the coast, with cleaning every three months. Can I still claim the federal tax credit for new windows?
No. The federal Section 25C credit ended for property placed in service after December 31, 2025, so a 2026 installation does not qualify. South Carolina’s Residential Retrofit Credit (S.C. Code § 12-6-3660) is an income-tax credit for 25 percent of qualifying fortification costs, capped at $1,000 a year and claimed on Schedule TC-43; ordinary replacement does not qualify, so ask your tax professional whether impact-rated openings on your project do. What drives the cost of window replacement in Charleston?
Material, impact rating and installation type move the number most: vinyl, fiberglass or wood; standard or impact-rated glass; an insert set into the existing frame or a full-frame replacement stripped to the studs, which costs more and finds rot hidden in the old frame. Will you replace just one window?
Yes, ask us. Single-window replacements, glass-only replacements for fogged or broken units, and retrofits matched to existing windows are among the jobs our customers describe; one notes below that of the five companies she called, we were the one that would replace a single leaking window. If the seal has failed but the frame is sound, seal-failure repair or glass replacement can be the answer instead of a new window.
