Replacement Windows and Doors in Johns Island, SC
Windows and doors installed directly by Muhler, on City and County parcels across Johns Island
Johns Island is not a municipality: the City of Charleston and unincorporated Charleston County both hold parcels on the island, so a replacement starts with which office covers yours. The City’s Permit Center and the County’s Building Inspection Services both ask about wind-borne debris protection on a window permit. On the Census Bureau’s closest statistical area, not the island itself, about half the homes date from 2007 or later. Muhler builds its own window and storm-protection lines at its North Charleston plant, makes its own doors, also sells other makers’ lines, and installs directly, with no dealer in between. Frames, glass and installation methods are compared on our replacement windows and doors page.
Do you need a permit to replace windows or doors on Johns Island?
Plan on one, from whichever office covers your parcel. The City of Charleston’s guidance for “Replacement of Existing Windows and/or Doors” lists a “Building Permit Application” among the required documents, and Charleston County’s form tells applicants what “Submittals for window, skylight, and garage door new/replacements must address”. Your installer confirms the permit path with that office before work starts.
On a City parcel, that office is the Permit Center at 2 George Street. The City’s February 2026 guidance sheet asks for the window manufacturer’s specifications, covering wind-borne debris protection and the escape-and-rescue opening sizes required for sleeping rooms, plus an IECC form and a Board of Architectural Review application “(if in purview),” and lists its final building inspection as “(if necessary)”.
On an unincorporated County parcel, Charleston County Building Inspection Services, at 4045 Bridge View Drive in North Charleston, issues the permit. Its form asks for each window and door’s design pressure (DP) rating and “The proposed type of windborne debris protection utilized with a description of the approved permanent fastener method”. Plan on a permit for a replacement door too, and let your installer confirm it with the County.
Do replacement windows and doors on Johns Island need impact-rated glass?
Inside the wind-borne debris region, yes, or standard glass behind tested protection. Whether a parcel on the island is inside that region is settled address by address, and your installer confirms it for yours.
Wind design starts from the State’s county maps, which its Building Codes Council intends as “the primary source for defining the appropriate boundaries for wind and seismic design in South Carolina” for one- and two-family homes. The Charleston County map carries more than one wind-speed line, and its note says, “Interpolation between wind speed lines is determined by the AHJ,” the authority having jurisdiction, here the City or the County, by parcel.
Inside the region, every glazed opening in the job, door glass included, needs one of three things: impact-rated glass in a unit tested to ASTM E1886 and E1996, a tested shutter system over standard glass, or the code’s narrow, engineered wood-panel option, which improvised plywood does not meet. The duty reaches the units you replace, not the whole house, and replacing a whole unit, frame and glass, means meeting current wind-resistance standards for the site.
If shutters fit the house better than impact glass, see hurricane shutters for Johns Island homes, and for whole-house systems, storm protection on Johns Island.
Who reviews window and door changes on Johns Island?
It depends on the parcel: in the City, a Board of Architectural Review application is needed only where a property is in the Board’s purview, and in a planned community, its association’s review board may review exterior changes.
On the island, the City’s Landmark Overlay list names Fenwick Hall, Fort Trenholm and John’s Island Airport, and says the designation “requires that any external changes to the property are under the purview of the Board of Architectural Review”. For any other City parcel, ask the Permit Center whether the Board’s review applies before choosing a frame material or grid pattern.
Kiawah River, a planned development on the island, lists “Kiawah River Residential Design Guidelines” among the exhibits to its adopted development documents, and its community page links “Design Guidelines | ARB”. Oakfield Plantation’s architectural review form, posted on its property manager’s website, has the owner acknowledge, “I understand that I must receive approval from the Architectural Review Committee in order to proceed”. Get your association’s current guidelines before settling a frame color, grid pattern or door style; approval is its call, and a complete application is the part you control.
What are Johns Island’s houses like, and what does that change?
Mostly owner-occupied, with about half built in 2007 or later, on the Census Bureau’s closest measure: its 2020–2024 American Community Survey estimates 10,565 housing units, a median year built of 2007, and 85.4 percent of occupied homes lived in by their owners. Those figures cover a Census county subdivision named for the island, which is not the island itself and also takes in parts of the towns of Hollywood and Kiawah Island. The City of Charleston’s preservation plan described the island as “at present still largely rural, although strip development dominates much of Maybank Highway”.
If a house from the 2000s is still on its original windows, the frames set the method: an insert inside a sound, square frame keeps the trim but cannot reach hidden rot, while full-frame replacement strips the opening to the studs so rot can be repaired and the new unit flashed to the weather barrier. Check bedroom windows first; on a City parcel, the City’s sheet asks for their escape-and-rescue opening sizes. The code’s replacement exception generally spares a bedroom window from the escape-opening minimums when it is the maker’s largest standard size that fits the existing opening, in the same operating style or one with at least as much opening area; your installer confirms it.

How does Muhler handle a Johns Island window and door replacement?
Muhler’s in-home estimate is free, and a reliable quote begins with measuring each opening and checking the frames for rot and square. Before anything is ordered, settle which office covers the parcel, who files the application and who books any inspections the permit calls for.
Inside the debris region, settle impact-rated glass or tested protection for each opening before the order goes in, since both offices ask about it. On a County job with reviewed plans, the approved, stamped set has to be at the job site for every inspection. Custom-size units are built to your measurements and lead times vary by product and specification.
The City’s guidance covers doors and windows alike. Muhler makes its own doors and also installs other manufacturers’ entry, French and patio doors. Inside the debris region, a door’s glass needs impact rating or tested protection, while a solid door is rated for wind load. For door slabs, jambs, sill pans and impact-rated assemblies, see exterior doors for Johns Island homes.
For the storm-season checklist, see hurricane-season readiness for a Johns Island home; if a porch is next, see sunrooms on Johns Island; and to compare frames, glass and installation side by side, see our replacement windows and doors page.
Frequently asked questions
Is my Johns Island address in the City of Charleston or the County?
Either is possible, and the parcel decides. The City says property owners on the island apply every year to be annexed into its jurisdiction, and the County’s own pages refer to the island’s “unincorporated county areas”. The answer sets who issues the permit, which form applies and whose flood rules count, so your installer confirms it for your address first.
Is every house on the island in the wind-borne debris region?
Neither the City’s window sheet nor the County’s form says so, though both ask about debris protection. The line is drawn from the State’s county wind maps, address by address, and between the speed lines on the Charleston County map the authority having jurisdiction decides. Inside the region, each glazed opening you replace needs impact-rated glass or tested protection, so your installer confirms it for your address.
Do flood rules differ between City and County parcels on the island?
Yes. In a Special Flood Hazard Area, work costing half the structure’s market value or more is a substantial improvement. The City counts the past year’s permits and requires one foot above base flood elevation for a substantially improved home; unincorporated Charleston County counts permits from “the past five (5) years” and requires at least two feet for the finished floor in its A zones. Ask your parcel’s floodplain office.
Does the City of Charleston’s no-vinyl window policy apply on Johns Island?
Not on an unincorporated County parcel. The Board of Architectural Review’s December 2025 replacement-window policy says “No vinyl or vinyl components” in the districts it covers. On the island, the City’s Landmark Overlay list puts external changes at Fenwick Hall, Fort Trenholm and John’s Island Airport under the Board’s purview, and for other City parcels the permit sheet asks for a Board application “(if in purview),” so ask first.
Can a replacement on the island enlarge or move an opening?
Not under the City’s replacement guidance, which is written for work with “No change to window or door sizes or location (Non-structural work only)”. On a City parcel, ask the Permit Center which permit a new, moved or enlarged opening needs; on a County parcel, ask Building Inspection Services, and settle it before anything is ordered.
